A Folkestone man who transformed his home into a makeshift fortress to hide illegal internet activity from authorities has been sentenced to more than two years behind bars.

Lee McLoughlin, 49, from Folkestone was previously convicted in 2016 for possessing indecent images of children and was subsequently placed under a Sexual Harm Prevention Order (SHPO). This order granted Kent Police the authority to conduct regular home visits and monitor his digital behaviour to ensure community safety.

However, McLoughlin became increasingly hostile toward these mandatory checks and in a calculated effort to obstruct detectives, he erected a six-foot high fence around his property, installed an extensive network of surveillance cameras, and even rigged his front door handle with an alarm system. These evasive tactics led investigators to believe he was concealing prohibited devices.

Fearing that evidence might be destroyed, officers executed a search warrant on April 23, 2025, which uncovered seven undeclared internet-enabled devices hidden within the home which resulted in McLoughlin being charged with 12 counts of breaching his SHPO between October 2024 and April 2025. He also faced three additional counts of making indecent images of children stemming from an earlier warrant served in September 2023.

Despite McLoughlin pleading not guilty to all charges, a jury at Woolwich Crown Court found him guilty on every count following a two-week trial.

On April 8, 2026, the court sentenced McLoughlin to two years and eight months in prison. Recognizing the ongoing risk, the judge also imposed a renewed SHPO for the next decade.

DC Louise Batten said:

‘McLoughlin knew he was breaking the conditions placed on him and went to considerable lengths, including modifying his home, to hide from us. I am pleased the court has imposed a custodial sentence that reflects the seriousness of his behaviour.’

‘Court orders such as SHPOs are there to protect the public, we will relentlessly investigate and detect breaches to bring offenders who disregard their conditions back before a court.’
