It’s been announced that community organisations in Folkestone are being offered a unique opportunity to acquire the historic former library building on Grace Hill. Kent County Council, the current landowner, has opened an “expression of interest” period, giving local groups first dibs on the listed property.

This move follows Folkestone & Hythe District Council’s designation of the building as an Asset of Community Value in 2023, a status that mandates community groups be given priority in any sale.

Eligible organisations, as defined by the Localism Act 2011, have until April 18, 2025, to formally register their interest. Folkestone & Hythe District Council is facilitating the process, tasked with advertising the sale and forwarding expressions of interest to Kent County Council.

A spokesperson for Folkestone & Hythe District Council stated:

“This is a significant opportunity for local groups to potentially secure a valuable community asset.”

Following the initial expression of interest, successful groups will have a six-month window to secure funding. However, it’s important to note that Kent County Council is under no obligation to sell to any specific bidder. The final decision on the property’s future remains with the landowner.

The former library, a prominent local landmark, presents a potentially transformative opportunity for a community-focused organisation. Interested parties are urged to act promptly before the April 2025 deadline.

KCC’s Growth, Economic Development and Communities Cabinet Committee members agreed in January that an alternative town centre location for the library and registration service should be explored and that actions relating to its listing as an ACV should be progressed. Further engagement with Creative Folkestone was also approved.

It’s understood the district council has indicated a strong preference for the library service to be reinstated into the Grace Hill building and has long supported a community proposal.
